The Star is a first-of-its-kind partnership between the City of Frisco, Frisco Independent School District, and the Dallas Cowboys that transformed prairie around this booming North Texas community. As a follow up to the pre-development assessment conducted for GE Capital by our team ten years prior, Targus performed a Phase I Environmental Site Assessment of 91-acres of the “billion dollar mile” improved with the Ford Center, the World Corporate Headquarters of the Dallas Cowboys, Baylor Scott & White, and the Frisco Omni Hotel. The Ford Center is a 12,000-seat 510,000 square foot (sf) indoor stadium shared by The Dallas Cowboys, the City of Frisco, and the Frisco ISD and integrated with the entire Dallas Cowboys football operations (including two practice fields and a seven story building for office, fitness, and entertainment). The Baylor Scott & White facility is a Sports Therapy & Research center housed in a 300,000-square-foot, nine-story healthcare and office building. The Omni Frisco Hotel features 300 beautifully-appointed guest rooms and suites in a luxury 16-story hotel building. Over 35 Cowboys-themed restaurants, retail shopping opportunities, tourist points of interest, and specialty services are located in multiple integrated one- and two-story commercial buildings. Additional features include the Championship Plaza replica football field, the Ring of Honor Walk honoring the 22 outstanding members of the Dallas Cowboys Football Club, the High School Football tribute located at the front entrance of Ford Center, an outdoor swimming pool, above ground and below ground parking structures, surface parking, stormwater control features, and limited landscaped areas.

No indicators of recognized environmental conditions were identified during the two-day site walk and review of regulatory records, operational information, and historical use evaluation.
